RECORTAN FONDOS PARA BECAS MACKAY



LA LELGISLATURA DE TALLAHASSEE HA HECHO RECORTES EN LOS FONDOS PARA LAS BECAS MCKAY DONDE MUCHOS NIñOS CON NECESIDADES ESPECIALES ESTUDIAN. EN LA ESUELA DE MI HIJO IMPLANTARON UN CURSO DE CLASES VIRTUALES QUE LOS AYUDA A PONERSE A LA PAR DE LOS DEMáS ESCOLARES Y PREPARARSE PARA EL FUTURO. AL RECORTAR ESTOS FONDOS LOS PADRES TENDRIAMOS QUE PAGAR UNA ENORME CIFRA POR UN CURSO Y, LO PEOR DE TODOS ES QUE YA EL CURSO HA COMENZADO. ESCRIBI AL GOBERNADOR DE LA FLORIDA, RICK SCOTT Y AL LEGISLADOR ERIK FRESEN. AQUI DEJO MI CARTA PARA QUE TODOS TOMEN CONCIENCIA DE DAñO QUE ESTAN HACIENDO CON ESTOS RECORTES.

Mi nombre es Iliana Curra. Soy madre soltera y mi hijo está diagnosticado con autismo. Estudia en una escuela privada, habiéndosele otorgado una beca McKay después de haber repetido el tercer grado. A partir de ese momento todo mejoró y hasta el ahora, a pesar de su condición, ha logrado obtener sus grados e incorporarse de manera normal en la sociedad, gracias a Dios y al esfuerzo que sus profesores han realizado para su enseñanza, así como él mismo sintiéndose confiado y seguro en esa escuela.

He recibido una información de parte de ésta escuela, Champagnat Catholic School, donde estudia mi hijo, donde me informan que éste se verá afectado por una nueva ley que indica una reducción de los fondos asignados para el curso virtual donde está matriculado, ya que la Legislatura en este año 2013 adoptó una nueva metodología de reportes y fondos por cada alumno que a tiempo completo están con el programa McKay en este curso 2013-2014 (sección 2011.62 (4) (estatutos de la Florida) que dice que los estudiantes no recibirán más fondos para cubrir estos cursos adicionales. El dinero que se envía sería distribuido de forma tal que cubra todos los cursos. Las escuelas públicas de nuestro distrito con estudiantes que toman clases adicionales de Florida Virtual School (FLVS) están recibiendo una tasa de dinero por estudiante para continuar con estos cursos, similar a la que reciben los estudiantes con becas McKay, que toman cursos de FLVS, Los fondos asignados por la beca serán reajustados. Esto significa que los padres tendremos la responsabilidad de pagar $ 743.00 por cada curso virtual que tomen los estudiantes, incluyendo los cursos que ellos están tomando en estos momentos.

Por qué los fondos de la FEEP destinados a los estudiantes con becas McKay que han quedado en los distritos no son utilizados para que los estudiantes McKay continúen recibiendo sus cursos de FLVS?

Por qué los padres que tenemos hijos con discapacidad nos quieren imponer un pago, cuando a otros padres con hijos que toman esos mismos cursos (estudiantes “homeschool”, estudiantes de escuelas privadas que no tienen la beca McKay, o estudiantes con la beca Corporate Tax Scholarship no le van a imponer un cargo como éste?

Era realmente el propósito de la Legislatura cuando cambiaron estos estatutos hacer daño a los padres con hijos con discapacidades?

Los cursos virtuales son un gran vehículo de preparación para el futuro de sus hijos. Ellos han aprendido a interactuar y han aprendido a crear a la misma vez, usando la tecnología en su máxima potencialidad. Estoy convencida que los cursos virtuales juegan un rol muy importante en el desarrollo integral de mi hijo, así como de todos los alumnos. También considero que todos los estudiantes tienen el mismo derecho y las mismas oportunidades

My name is Iliana Curra. I am a single mother and my son has been diagnosed with autism. He studies in a private school, thanks to a McKay scholarship, after having to repeat third grade. From then on everything started to improve and up to now, in spite of his condition, he has obtained good grades and has incorporated into society in a normal way, thanks God and his teachers, who had helped him throughout the years, he feels more self-confident in school.
I have received information from my son’s school (Champagnat Catholic School), advising me that my son will be affected by the new law, which will reduce the assigned funds for the virtual course, due to the fact that the Legislature during 2013 approved a new methodology for funds and reports for each full-time student under the McKay program for the school years 2013-2014 (section 2011.62 (4) (Florida By-Laws) stating that the students will not get additional funds. The money will be distributed in a way that will cover all the courses. The public schools of our district that have students taking the additional classes of the Florida Virtual School (FLVS), are receiving a certain amount of money for each student in order to continue with these courses, similar to the ones that received by the students with McKay scholarships, that take FLVS courses. The assigned funds for the scholarship will be adjusted. This means that we, the parents, will have the responsibility of paying $ 743 for every student that takes the virtual course, including the courses that they are taking right now.

Why the FEEP funds assigned to the students with McKay scholarships that have stayed in the districts are not used for the McKay students so that they may continue with the FLVS courses?

Why the parents of children with disability have to pay, when other parents that take the same courses (homeschool students), from private schools that do not have McKay scholarship, or students with Corporate Tax Scholarship, are not being imposed with a charge like this one?

Was it really the purpose of the Legislature, when they changed the Statutes to hurt the parents of children with disabilities?

The virtual courses are a great vehicle of training and knowledge for these children. They have learned to interact and, at the same time, using the technology to the fullest capacity. I am convinced that the virtual courses play a very important role in the comprehensive development of my son, as well as that of other students. I also consider that all the students should have the same rights and the same opportunities.
